I don't have any temperature comparisons with other coolers but it's sat on top of my Core 2 Duo 6600 and is very quiet indeed, plus I can barely get the CPU temp over 35 degrees even on a hot day playing a 3d game. I should point out that this will in part be to my large Gigabyte Aurora 3D case that has three 120mm fans in it.
Not only is it very quiet, another thing I like about it is that because the fan is perpendicular to the motherboard, it is already in a position to move air out of the case. This means I can unplug one of the 120mm fans in my case as it is effectively made redundant.
I also get no sense of vibration from it, and it has LEDs in it, so as it spins in the dark, it looks cool too.
Conclusion
The ZALMAN 9700 LED is a high quality super quiet, vibration free, highly efficient CPU cooler. It does its job and looks cool at the same time. I recommend it unreservedly.
